On the afternoon of August 9, in order to promote the construction of Liangzhu Cultural Corridor, create a new city of micro-short drama industry and continuously promote the healthy development of cultural industry, Yuhang micro-short drama industry development conference was successfully held in Liangzhu, Hangzhou.
The conference was hosted by China Federation of Radio and Television Social Organizations, China Network Audiovisual Program Service Association, Zhejiang Provincial Party Committee Propaganda Department, Zhejiang Provincial Department of Culture, Radio, Film and Tourism, Short Video Committee of China Federation of Radio and Television Social Organizations, Short Video and Live Broadcasting Working Committee of China Network Audiovisual Program Service Association, and Yuhang District People’s Government of Hangzhou. Institutions, platforms and practitioners from upstream and downstream of the network audiovisual industry gathered to explore the development achievements and future direction of Yuhang micro-short drama industry, deeply tap the advantages of Yuhang micro-short drama industry, and interpret industry hotspots.
In recent years, the micro-short drama industry has experienced explosive growth, which has not only become a new trend of online cultural and entertainment consumption, but also a new kinetic energy to stimulate the economic growth of online audio-visual industry. In 2024, the domestic mini-drama market is expected to exceed 50 billion yuan, approaching the annual box office level of cinema films.
Yuhang District of Hangzhou attaches great importance to the development of micro-short drama industry and integrates into the wave of micro-short drama with a strong attitude. As early as February this year, Yuhang took the lead in issuing a 200-million-yuan mini-short-play development fund, and formulated 10 golden policies to support mini-short-plays, so as to build an entire industrial chain of mini-short-plays from creation, shooting, production, distribution and trading to derivative industries, and form a "11332" mini-short-play industry development system with "one policy (fund), one base, three centers, three platforms and two evaluation carriers" as the main body. Key platforms such as Yuhang District Review Sub-center, Yuhang District Film and Television Co-shooting Center and Liangzhu Xinyuncheng Film and Television Base of Zhejiang Province have been launched, and efforts have been made to build a national well-known mini-short drama industry new city.
As one of the key industrial platforms in Yuhang District, Liangzhu New City has been committed to the development of digital culture industry, and has gathered more than 1,000 digital culture enterprises, laying a solid industrial foundation for the development of micro-short drama industry. At present, Liangzhu New Town is rushing to the digital cultural subdivision track of the micro-short drama industry, relying on the platform advantages of the national foreign cultural and trade base, the industrial space advantages of the Xinyuncheng film and television base, and the industrial advantages of the upstream and downstream enterprises, to accelerate the development of the whole industrial chain of micro-short drama, and strive to create an industrial ecology with spatial agglomeration, rich subjects, active creation, scientific and technological empowerment, accurate service and healthy order.
At the conference site, Tao Shiming, vice president of China Federation of Radio and Television Social Organizations, and Tao Jiaqing, vice president of China Network Audiovisual Association delivered keynote speeches. Ni Weijun, member of the Standing Committee of Yuhang District Committee and Minister of Propaganda Department, explained in detail the "11332" industrial system and the "Golden Ten Articles" policy of Yuhang Mini-short Drama, showing that Yuhang supported the development of Mini-short Drama from all aspects, such as script creation, filming, online broadcasting, R&D innovation and works going out to sea, so as to help the high-quality production of Mini- For example, enterprises will be given a maximum subsidy of 1 million yuan for filming and producing online miniseries in Yuhang, 1 million yuan for those whose annual platform accounts are up to standard, 2 million yuan for key online miniseries that meet the guidance, and 3 million yuan for special projects that are created according to the planning topics supported and advocated by important propaganda nodes and the State Administration of Radio and Television.
The National (Hangzhou) Short Video Base Creation and Operation Center was officially opened at the conference site; On-site unveiling ceremony was held for Yuhang District Review Sub-center of Zhejiang Network Micro-short Drama, Short Video Committee of China Broadcasting Federation, Fine Short Drama Creation Base, Liangzhu Xinyun Film and Television Base, etc. Realize the speed-up and upgrading of the whole industrial chain of micro-short plays. For example, Liangzhu Xinyuncheng Film and Television Base, with a building area of 260,000 square meters, has built a domestically advanced metacosmic studio, with all kinds of shooting scenes available, which can provide services such as post-film (sound effects, editing, etc.), film and television accounting custody, life and business support, etc. This year, it plans to sign contracts to settle in 300 film and television companies. The Yuhang District Review Sub-center of Zhejiang Province’s network miniseries undertakes the filing and approval of the network miniseries and completes the film review delegated by the Zhejiang Provincial Department of Culture, Radio, Film and Tourism, and promotes the high-quality and efficient filing and review of a large number of miniseries. The Short Video Committee of China Broadcasting Federation and the Fine Creation Base will launch a white list of fine micro-short dramas, and recommend about 500 fine micro-short dramas to the main broadcasting platforms every year, so as to promote the joint investment and incubation of the platform, production and streaming, and achieve a win-win situation. The talent training base of China International Cultural and Art Center (Yuhang) will devote itself to providing strong support for the talent training of the national micro-short drama industry.
At the meeting, the organizers invited representatives from Migu, Tik Tok, bilibili, YY Live and other institutions such as Chinese Online, Capacity Short Drama, Chongqing Malt, Huayi Media, Xu Zhengwei Short Drama Brand, Liangzhu Core Cloud, and Short Drama Study Room to discuss topics such as "the new industrial ecology and development model under the new policy of micro-short drama supervision", "the traditional film and television industry empowers the fine development of micro-short drama" and "the opportunities and challenges of micro-short drama in the cultural sea".
Taking this mini-short drama industry development conference as an opportunity, Yuhang will further unite the efforts of government, enterprises and academic circles, optimize the industrial development system, build an excellent development platform, make greater breakthroughs in the field of mini-short drama, and add new impetus to the high-quality development of China’s network audio-visual industry.
