Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology, said that in recent years, China has adhered to the path of green and low-carbon sustainable development, complied with the trend of industrial change, promoted technological innovation, popularization and application, and infrastructure construction as a whole, cultivated the world’s largest consumer group of new energy vehicles, vigorously promoted technological progress and industrial ecological construction, and provided practical experience and injected strong impetus into the development of the global new energy vehicle industry. In the process of industrial development, we have always adhered to the principles of openness, cooperation and win-win, and established good joint venture relations with relevant parties in the world. Major international multinational automobile companies have joint ventures in China. The Ministry of Industry and Information Technology will work with relevant departments to strengthen high-level open cooperation in the field of new energy vehicles so that scientific and technological innovations can better benefit people all over the world. There are several tasks that need to be further promoted:
First, deepen investment and technical cooperation. Welcome enterprises from all countries to invest in China, support enterprises from all countries to carry out various forms of cooperation with Chinese enterprises in the fields of solid-state batteries and autonomous driving, give full play to their respective advantages, jointly solve technical problems existing in industrial development, and accelerate the realization of technological breakthroughs and industrial applications. At the same time, we also support China enterprises to go abroad, invest and set up factories overseas, and take our advanced technology and products abroad, so that people in more countries can enjoy the fruits of scientific and technological progress.
The second is to promote the coordination of standards and regulations. Internationalized industries must have internationalization rules. It is necessary to play the role of the United Nations World Vehicle Regulations Coordination Forum and the International Organization for Standardization, speed up the formulation of relevant standards for new energy vehicles and intelligent networked vehicles, strengthen low-carbon development cooperation with relevant countries and regions, promote the formation of mutually recognized carbon emissions and carbon footprint accounting systems, and create a good environment for the application of innovative technologies. This aspect is very important.
The third is to jointly maintain the stability of the industrial chain supply chain. Adhere to the consensus of international innovation and global development, support enterprises in various countries to strengthen division of labor and efficient collaboration, promote the upstream and downstream of the industrial chain, promote the interconnection and efficient operation of resource elements and infrastructure, and further enhance the efficiency of global industrial chain supply chain governance.
