Joint statement of People’s Republic of China (PRC) and the Republic of Equatorial Guinea on establishing a comprehensive strategic partnership.
At the invitation of the Supreme Leader of President People’s Republic of China (PRC), President and Head of State of Equatorial Guinea teodoro obiang nguema mbasogo paid a state visit to People’s Republic of China (PRC) from May 27th to May 31st, 2024.
During the visit, the two heads of state held talks in a cordial and friendly atmosphere, exchanged in-depth views on China-Equatorial Guinea, China-Africa relations and international and regional issues of common concern, and reached broad and important consensus. People’s Republic of China (PRC) the State Council Prime Minister Li Qiang and the NPC Standing Committee Chairman Zhao Leji met with President Obiang respectively.
1. Both sides agreed that since the establishment of diplomatic relations in 1970, the traditional friendship between the two countries has lasted for a long time, political mutual trust has been continuously enhanced, pragmatic cooperation has yielded fruitful results, and close cooperation in international affairs has effectively benefited the two countries and their peoples, setting an example of sincere friendship, mutual respect and mutually beneficial cooperation among different countries.
The two sides spoke highly of the great progress made in bilateral relations since President Obiang paid a state visit to China in 2015. Especially in the face of the severe challenge of the COVID-19 epidemic, the people of China and Equatorial Guinea helped each other and fought the epidemic side by side, once again demonstrating the profound friendship of sharing weal and woe.
2. Both sides agreed that in today’s chaotic world, developing countries need to strengthen unity and cooperation more than ever before, and the strategic significance of China-Equatorial Guinea friendly relations is more prominent. In order to further consolidate political mutual trust and deepen and expand pragmatic cooperation in various fields, the two heads of state decided to upgrade bilateral relations to a comprehensive strategic partnership.
3. The two sides reiterated their firm support for each other’s independent exploration of development paths that are in line with their national conditions, and will continue to strengthen exchanges and mutual learning of experience in governing the country. Equatorial China highly appreciates the Chinese-style modernization by the people of under the leadership of the Communist Party of China, and believes that Chinese-style modernization has expanded the path choice and practical plan for developing countries to modernize.
China supports the administrative efforts of President Obiang and the Democratic Party of Equatorial Guinea, and believes that under the leadership of President Obiang, all the projects identified in Equatorial Guinea’s "Vision 2035" will be realized as scheduled, and new achievements will be made in national construction.
四、双方强调，在涉及彼此核心利益问题上相互支持是中赤几高水平政治互信的应有之义。中方重申坚定支持赤几方维护国家独立及主权、安全和发展利益，坚决反对外部势力干涉赤几内政。赤几方重申坚定奉行一个中国原则，认为世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府，坚决反对任何形式的“台湾独立”，反对外部势力干涉中国内政，坚定支持中国政府为实现国家统一所作的一切努力。赤几方重申支持中方在涉港、涉疆、涉藏等问题上的立场。
五、双方同意进一步发挥元首外交引领作用，密切两国政府、立法机构、政党等各部门、各层级的交流与合作。
六、赤几方积极响应并坚定支持最高领袖主席提出的共建“一带一路”倡议，高度评价共建“一带一路”倡议在促进共建国家经济发展和民生改善方面发挥的积极作用。双方将共同编制并签署关于共同推进“一带一路”建设的合作规划，愿在和平合作、开放包容、互学互鉴、互利共赢的丝路精神指导下，秉持共商共建共享原则，加强两国发展战略对接，立足各自比较优势和发展需求，积极推进各领域合作，力争取得更多务实成果。
7. Equatorial Guinea highly appreciates and firmly supports the global development initiative, global security initiative and global civilization initiative put forward by the Supreme Leader, and believes that the three global initiatives provide strategic guidance for promoting the building of a community of human destiny. China appreciates Equatorial Guinea’s active participation in the Group of Friends of the Global Development Initiative. The two sides agreed to further strengthen cooperation within the framework of global development initiatives, global security initiatives and global civilization initiatives. Equatorial Guinea welcomes China’s Global Artificial Intelligence Governance Initiative and Global Data Security Initiative, and appreciates China’s efforts to enhance the rights of developing countries in global governance in the fields of artificial intelligence, network and data.
8. The two sides agreed to further expand trade and investment cooperation and deepen cooperation in agriculture, fisheries, energy and mining, infrastructure and other fields. Equatorial Guinea fully affirmed the important role played by the Framework Agreement on Special Arrangements for Economic and Trade Cooperation between the Two Countries in promoting bilateral cooperation in infrastructure construction and other fields, and is willing to continue to further strengthen bilateral pragmatic cooperation under the Framework Agreement. Equatorial Guinea promised to strengthen communication with enterprises in China, actively implement existing cooperation projects, and further improve the business environment to provide good conditions for China enterprises to operate in Equatorial Guinea. China welcomes Equatorial Guinea to actively participate in China International Import Expo, China-Africa Economic and Trade Expo and China Import and Export Fair, and supports Equatorial Guinea to enter the China market with more high-quality agricultural and fishery products. China will encourage more powerful China enterprises to invest in Equatorial Guinea, so as to help it diversify its economy.
The two sides agreed to continue to give full play to the mechanism of the mixed economic and trade committees of the two countries and promote cooperation in the fields of digital economy, green development and blue economy.
9. The two sides spoke highly of the achievements of cooperation between the two countries in the fields of culture, tourism, education, youth, media, sports, public health, epidemic prevention and control, and agreed to further expand people-to-people exchanges, deepen people-to-people friendship, and consolidate the foundation of friendship. The two sides are willing to support the cooperation between Chinese and Equatorial Guinean educational institutions in the fields of personnel training, student exchange, language teaching, vocational skills training, digital education, etc., implement the "100-school cooperation plan between Chinese and African universities", and support the joint research of Chinese and Equatorial Guinean universities. The two sides will strengthen exchanges and cooperation and promote more citizens to travel to each other’s countries. Equatorial Guinea thanked China for its long-term support in the field of health care in Equatorial Guinea. China reiterates that it will continue to support the construction of the public health system in Equatorial Guinea within its capacity, and is willing to communicate closely with Equatorial Guinea, continue to send high-level China medical teams, carry out "small but beautiful" free clinic visits such as "Bright Walk", promote the cooperation of counterpart hospitals, and help the China-Equatorial Guinea Friendship Hospital to give full play to its effectiveness.
X. The two sides agreed to further strengthen exchanges and cooperation in the field of peace and security, close high-level exchanges between the armed forces and police forces of the two countries, and strengthen cooperation in personnel training, equipment technology, prevention of terrorist attacks, joint performances and training, and combating transnational crimes.
The two sides agreed to strengthen cooperation on international and multilateral affairs. The two sides reiterated that all countries, big or small, are equal, oppose hegemonism and power politics, and unanimously agreed to adhere to true multilateralism, resolutely defend the international system with the United Nations at the core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter, promote an equal and orderly world multipolarization and inclusive economic globalization, and promote the building of a community of human destiny.
12. Both sides agreed that the publication of the Five Principles of Peaceful Coexistence 70 years ago was a major initiative in the history of international relations and made a historic contribution to promoting the establishment of a fair and reasonable new type of international relations. The international community should further carry forward the Five Principles of Peaceful Coexistence, enhance friendly cooperation and promote world peace and development.
13. Both sides agreed that the reform of the UN Security Council should support developing countries, including Africa, to play a greater role, expand their representation and voice in the Security Council, and correct the historical injustice suffered by Africa. China positively evaluates the important role played by Equatorial Guinea as a member of the Committee of Ten Heads of State (C10) of the AU Security Council Reform and the positive results of the C10 Equatorial Summit, and is willing to continue to strengthen coordination and cooperation with Equatorial Guinea. Equatorial Guinea reiterated that the African Union’s common position is the only feasible choice to correct the historical injustice suffered by Africa, and appreciated China’s first support for the African Union’s accession to the G20.
14. Both sides agreed that the development of human rights is the common cause of all mankind, and the rights to subsistence and development are the primary basic human rights, and human rights exchanges and cooperation should be carried out on the basis of mutual respect and equal treatment.
15. The two sides spoke highly of the leading role of the Forum on China-Africa Cooperation in promoting high-level cooperation between China and Africa since its establishment 24 years ago, and agreed to further strengthen consultation and coordination on the affairs of the Forum on China-Africa Cooperation, jointly implement pragmatic cooperation in various fields within the framework of the Dakar Action Plan (2022-2024), and jointly address global risk challenges. The two sides look forward to the new summit of the Forum on China-Africa Cooperation, and believe that the meeting will open a new chapter in China-Africa solidarity and cooperation, provide new opportunities for Africa’s development and prosperity, and inject strong certainty into global peace and stability.
16. Both sides agreed that during President Obiang’s visit to China, China and Equatorial Guinea reached extensive and important consensus and signed a series of cooperation agreements, which was a complete success and marked a new stage in the development of bilateral relations. President Obiang sincerely thanked the Chairman of the Supreme Leader and the government and people of China for their warm and friendly reception during his visit, and invited the Chairman of the Supreme Leader to visit Equatorial Guinea at his convenience.
