Wan Gang said: Over the years, we have been studying and practicing how to use scientific research funds better, more in line with the law, and more to stimulate everyone’s enthusiasm, but we can’t misuse them illegally, which requires a balance. The most important thing is that researchers should strengthen self-discipline, and we should better serve researchers.
Last year, we focused on the implementation of the State Council’s No.11 document on strengthening the management of scientific research funds. First of all, all kinds of scientific research topics should be budgeted according to the nature of the topics. Financial funds need to be budgeted according to the national budget law, and there are differences in various fields, but the scientific research budget should be simplified as much as possible. For human funds, graduate students and external staff who participate in scientific research can support them in full in scientific research funds; For the personnel of the scientific research team, an indirect cost is specially listed, which can encourage their overtime contribution. For another example, scientific research projects are unpredictable, and the funds for materials and equipment can be adjusted according to the actual situation, and international exchanges, travel expenses and conference fees can be used together. On the one hand, the scientific research budget should be more in line with the law, on the other hand, we should consciously abide by the eight regulations and use every penny where it should be used. Perfecting the management of scientific research funds needs to be explored step by step. Therefore, in the whole process of scientific and technological system reform, we should listen to the opinions of scientific and technological personnel and understand their needs, so as to make good use of our scientific research funds, so as to make good use of every penny of taxpayers. On the other hand, we should let go of the value generated by the scientific and technological achievements of scientific and technological personnel used in production, and the transformation method of scientific and technological achievements has done this. I have just introduced a lot to make their achievements more reflect social values, promote the development of productive forces and reflect their own values.
These two aspects are indispensable. Although a lot of work was done in the reform last year, it was only the beginning. Any reform deployment is one-point deployment and nine-point implementation, which requires us to spend great energy, constantly explore new experiences in the process of reform, and strive to satisfy the vast number of scientific and technological personnel.
