On November 4, 2017, China Judgment Document Network published criminal judgment, the former party secretary and director of Dongli District Planning Branch of Tianjin Planning Bureau, who abused his power and accepted bribes as the first instance. Wang Yue was sentenced to two years and six months in prison for abusing his power and accepting bribes. According to the verdict, Wang Yue is closely related to Zhao Jin’s development of a building called King’s Landing Building in Tianjin.
The King’s Landing Building stands on the bank of Haihe River and is located in the bustling area of Tianjin. According to the data, the total height of the real estate project is 239.6 meters, which is the second tallest building in Tianjin, second only to the 336.9-meter Jinta, with a total area of more than 10,000 square meters and a total construction area of more than 100,000 square meters. The project cost is 450 million yuan.
The project was developed by Tianjin Xingji Real Estate Development Co., Ltd. in Zhao Jin. It was opened in 2007 and delivered in August 2010.
According to an insider, Zhao Jin thought that the name of King’s Landing Building was not domineering enough, so he gave a more resounding name "King’s Landing" when selling. On the day of delivery, there was a sea of people inside and outside the sales office, and Zhao Jin also appeared in the sales office.
Today, this magnificent building has become a dangerous building.
With Wang Yue’s imprisonment, many problems of King’s Landing Building and the collusion chain between government and business behind the building became clear gradually.
The "noble people" behind the planning adjustment
Wang Yue, male, was the deputy director of the Construction Project Management Department of Tianjin Planning Bureau, the party secretary and director of Jinnan District Planning Branch of Tianjin Planning Bureau, and the party secretary and director of Dongli District Planning Branch of Tianjin Planning Bureau.
According to the judgment, during 2008-2010, Tianjin Xingji Real Estate Development Co., Ltd. (legal representative Zhao Mou) built the Junlin Building project at the intersection of minzu road and Bo ‘ai Road in Hebei District. After eight times of application and approval of the construction planning permit, all the relevant documents were signed and agreed by Wang Yue, which made the project illegally set up false decorative balconies to escape the construction area, resulting in economic losses of more than 37 million yuan in national land transfer fees and supporting fees.
Teng Mou, an employee of the Construction Management Department of Tianjin Planning Bureau, and Sun Mou, director of the Construction Management Department of Tianjin Planning Bureau, were witnesses. Their testimonies confirmed that in 2008, Wang Yue was appointed as the deputy director of the Construction Management Department, responsible for the management of construction projects, reviewing whether the construction drawings submitted by the construction unit to the Municipal Planning Bureau met the planning requirements, and assisting the law enforcement and supervision departments in investigating and handling illegal construction.
Many information sources prove that "Zhao" in the judgment is Zhao Jin.
Zhao Jin, born in 1973, was originally from Yuanping, Shanxi, so there is a word "Jin" in his name. Zhao Jin set foot in the real estate field at the age of 21. Since then, relying on the carefully woven Pangda political and business network, his business tentacles have extended to Jiangsu, Shandong, Tianjin and other provinces and cities.
An owner of King’s Landing Mansion described his impression of Zhao Jin to China Newsweek: he was fat, white and clean, of medium height, and looked very gentle.
In return for Wang Yue’s "support" in the examination and approval of King’s Landing Building, Zhao Jin paid a generous return.According to the verdict, from 2008 to 2010, Wang Yue received consumer cards and shopping cards from Zhao, equivalent to 110,000 yuan, and received diamond rings, diamond necklaces and other items worth more than 130,000 yuan.
According to the judgment, during his tenure as the director of Jinnan District Planning Branch and Dongli District Planning Branch of Tianjin Planning Bureau, Wang Yue repeatedly accepted the property of his subordinates and related project leaders, totaling 1.75 million yuan.
During the period under review, Wang Yue made great contributions. Wang Yue’s meritorious performance certificate issued by the Sixth Discipline Inspection and Supervision Office of the Tianjin Municipal Commission for Discipline Inspection wrote: "Wang Yue can actively cooperate with the organization’s investigation, take the initiative to explain the problems of violation of discipline and law that the organization has not mastered, and hand over all the proceeds of violation of discipline to the organization, and provide clues to a middle-ranking cadre in the Sixth Room of the Central Commission for Discipline Inspection. Now the Sixth Room of the Central Commission for Discipline Inspection has launched an investigation into the violation of discipline of the middle-ranking cadre."
The Dongli District Court of Tianjin held that Wang Yue’s behavior constituted the crime of abuse of power and the crime of accepting bribes, which provided important clues for important cases and made great contributions. He voluntarily confessed the facts of the crime of accepting bribes that were not mastered by the investigation organ, surrendered himself and voluntarily returned all the stolen goods obtained from accepting bribes. Finally, he decided to be sentenced to two years and six months in prison and fined 200,000 yuan.
According to the verdict, Wang Hao’ s illegal income of 1.11 million yuan has not been repaid and will continue to be recovered; Two necklaces, one ring, one bracelet, one painting by Chou Ying, two gold bars, and RMB 750,000 yuan in restitution were transferred with the case and confiscated.
Thank you for "forgetting to make friends"
Wang Yue is not the first official to be sentenced for his involvement in King’s Landing Building.
On September 29th, 2017, China Judgment Document Network published the first trial criminal judgment of Cui Zhiyong, former chairman of the CPPCC in Hebei District. Cui served as deputy director of the Construction Committee of Hebei District in Tianjin and director of the office of Hebei District Government. From December 2002 to April 2015, he served as deputy head of Hebei District in Tianjin, member of the Standing Committee of Hebei District Committee, deputy head, and chairman of Hebei District Political Consultative Conference.
Cui Zhiyong and Zhao Jin, who grew up in Zhao Jin at the age of 15, first met in 2006, and they became "forgotten friends" because of the King’s Landing Building project. Cui Zhiyong received nearly 15 million yuan in bribes, of which 1.9 million yuan was "thanked" by Zhao Jin.
Cui Zhiyong confessed that one day in 2008 or 2009, Zhao Jin told him at a dinner that the King’s Landing Building project was built on the waterfront and could enjoy the tax refund policy. Zhao Jin hoped that Cui Zhiyong would help him say hello and let the district allocate funds as soon as possible.
At that time, Cui was also the leader of the leading group for tax source construction in Hebei District. Through his coordination, Hebei Finance Bureau returned the tax refund totaling 116.2625 million yuan to Zhao Jin Company.
Around 2009, when Cui Zhiyong and Zhao Jin were having dinner, Zhao also mentioned that many owners of "Ruling the World" wanted to open blue-printed accounts, and this procedure needed to be reported to Tianjin Public Security Bureau by Hebei Branch of Tianjin Public Security Bureau for approval. In order to speed up the reporting, Zhao Jin asked Cui Zhiyong to "say hello".
Blue-printed hukou is a kind of household registration between official hukou and temporary hukou, which is named after the blue seal stamped by the public security organ. Blue-printed hukou personnel enjoy the same treatment as local permanent urban hukou personnel in nursery, kindergarten, compulsory education, ordinary high school and vocational high school education, family planning, medical and health care, employment and application for business license.
Soon, Cui Zhiyong told Xing Mou, then director of Hebei Branch of Tianjin Public Security Bureau:"There are many owners in King’s Landing who want to set up blue-printed accounts. Please report to the city bureau and do it quickly. Don’t delay people selling houses."
Under the coordination of Cui Zhiyong, the matter was quickly resolved.
The verdict shows that in 2006, when Zhao Jin was preparing to develop King’s Landing Building in Hebei District, Tianjin, he met Cui Zhiyong, deputy head of Hebei District who was in charge of urban construction at that time, and Du Mou, deputy director of Hebei District Construction Committee. Zhao Jin and Du Mou soon became boyfriend and girlfriend. After that, Zhao met Cui Zhiyong, mostly through Du.
A number of information sources show that "Du Mou" mentioned in the judgment, namely Du Nali, has been investigated. Du Nali used to be the deputy director of Tianjin Hebei District Construction Committee. In April 2008, she became the chairman and general manager of Tianjin Hebei Urban Construction Investment Co., Ltd., and later joined Zhao Jin Company as the vice president. In addition to bringing a large number of contacts in the urban construction system to Zhao Jin Company, she also played a role in bridging the gap between Zhao Jin and Cui Zhiyong.
In May 2008, Hebei Urban Construction Investment Co., Ltd. was officially listed. It is a department-level unit directly managed by the Hebei district government, mainly responsible for land consolidation and transfer in the whole region.
From 2006 to 2014, Cui Zhiyong and Zhao Jin met frequently. Zhao Jin will give Cui Zhiyong some cash or gold products every time they meet. Every Mid-Autumn Festival, Spring Festival and other holidays, he will also arrange company executives to give gifts to Cui Zhiyong. Zhao Jin has given Cui Zhiyong 1.54 million yuan in cash and 22 pieces of gold products (the appraised value is nearly 390,000 yuan).
The relevant explanations issued by the Tianjin Commission for Discipline Inspection and the Tianjin Procuratorate show that during the investigation by the case-handling organ, Cui Zhiyong truthfully confessed the criminal facts that the case-handling organ had mastered that he was suspected of accepting bribes from Zhao Jin, voluntarily confessed the facts that the case-handling organ had not mastered that he had accepted bribes from other businessmen, and also exposed the clues that Jia Fengming, the former chief mate of Hebei District, was suspected of accepting bribes and misappropriating public funds.
The court held that Cui Zhiyong’s actions constituted the crime of accepting bribes and the crime of corruption respectively, and decided to execute 12 years’ imprisonment and impose a fine of RMB 1.5 million.
CPC Central Commission for Discipline Inspection’s "mole" was dragged down.
The King’s Landing Building also dragged CPC Central Commission for Discipline Inspection officials into the water.
On January 3, 2017, the TV feature film "It is necessary to strike while the iron is hot" jointly produced by the Propaganda Department of the Central Commission for Discipline Inspection and CCTV was broadcast on CCTV.
The film revealed that Luo Kai and Shen Ying, two "inner ghosts" investigated in the Discipline Inspection and Supervision Office of the Central Commission for Discipline Inspection, were both involved in the Zhao Jin case. Luo Kai used to be the director of the Third Division of the Sixth Discipline Inspection and Supervision Office of the Central Commission for Discipline Inspection, and the deputy bureau-level discipline inspector and Ombudsman of the Sixth Discipline Inspection and Supervision Office. Shen Ying was the director of the Third Division of the Seventh Discipline Inspection and Supervision Office of the Central Commission for Discipline Inspection and the director of the Twelfth Discipline Inspection and Supervision Office.
According to the feature film, there is a very eye-catching building on the waterfront in Tianjin, which is called King’s Landing Building. According to the film, Luo Kai bought four houses and two shops at low prices from Zhao Jin, and he helped the developer in land approval and engineering projects for many times in the Tianjin area he contacted.
Luo Kai usually doesn’t ask local officials directly, but introduces Zhao Jin to officials through dinner, and everyone knows each other tacitly.
After making friends with Zhao Jin, Luo Kai heard that Zhao Jin’s real estate map also has investments in Jiangsu and Shandong, and introduced him to Shen Ying, a colleague in charge of Jiangsu and Shandong (then director of the 12th Discipline Inspection and Supervision Office of the Central Commission for Discipline Inspection).
Shen Ying, like Luo Kai, introduced businessmen and officials at dinner.
Luo Kai said to this: "Inviting others (officials) shows that the relationship between us (Luo Kai and Zhao Jin) is good. Will he (the official) take care of you (Zhao Jin)? I’m sure I’ll take care of it As for how to take care of it and what to take care of, it is not my business. "

Chen Jinsong, a staff member of the Supervision Office of Discipline Inspection and Supervision Cadres of the Central Commission for Discipline Inspection, said that this gold bar is not one or two, but one with 50 grams and one with 100 grams, and all of them are counted in kilograms.
Shen Ying also talked about the "benefits" of getting acquainted with the Commission for Discipline Inspection in the context of persistent anti-corruption efforts. He said that in recent years, the cadres of the Commission for Discipline Inspection have had a great influence on society, especially on officials. "This may make some people feel that he should be familiar with the cadres of the Commission for Discipline Inspection and can put pressure on local cadres."
China Newsweek found that,When CPC Central Commission for Discipline Inspection visited Tianjin for the first time three years ago, problems such as prominent corruption in Tianjin’s urban construction were named.
From March 28th to May 28th, 2014, the Fifth Inspection Team of the Central Committee made an inspection tour of Tianjin. On July 9 of the same year, the Central Fifth Inspection Team gave feedback to Tianjin. The inspection team said that major cases of state-owned enterprises in Tianjin are frequent, and corruption in urban construction is prominent.
Since then, Tianjin urban construction system has experienced frequent earthquakes. On July 28, 2014, Ma Baiyu, the former chairman of Tianjin Chengtou Group, was placed on file for investigation for alleged abuse of power; On December 29th, 2014, Shen Dong Hein, former secretary of Tianjin Municipal Committee of Urban and Rural Planning and Construction Transportation, was suspected of serious violation of discipline and was investigated.
In August, 2016, Yin Hailin, the former vice mayor of Tianjin, was dismissed. His resume shows that he has worked in Tianjin urban construction system for 30 years, and has held important positions in land and planning departments. After being promoted to deputy mayor, he was in charge of this field. During his tenure as deputy director and director of Tianjin Planning Bureau, Yin Hailin was suspected to be closely related to several buildings developed by Zhao Jin in Tianjin.
At the end of 2016, Zhang Quanfen, former secretary of Tianjin Hongqiao District Committee, was investigated. From December 2002 to March 2008, she served as the deputy director of Tianjin Construction Committee.
On June 22, 2017, Duan Baosen, deputy secretary of the Party Committee and general manager of Tianjin Urban Infrastructure Construction Investment Group, accepted the organizational review. Duan also served as the director of Tianjin Land Consolidation Center, the chairman of the Municipal Environmental Construction Investment Company and the deputy director of the Municipal Bureau of Land Resources and Housing Management.
How many people are connected with Zhao Jin in the long list of corruption in the collapse of Tianjin’s urban construction system needs further disclosure.
On December 7, 2017, Tianjin Daily published the Summary of the Feedback of the First Round of the Eleventh Municipal Committee, saying that the Tianjin Municipal Committee inspected a group and found that the Municipal Planning Bureau had a passive response to eliminate the bad influence of Huang Xingguo; The first responsible person’s sense of responsibility is not strong, and the discipline inspection departments at all levels are not enough to perform their duties; Planning approval, engineering projects and other fields have great risks of integrity, and violations of discipline and discipline such as relying on projects to eat projects and using subcontracting projects to transfer benefits occur from time to time.
This paper also puts forward some suggestions to Tianjin Planning Bureau, such as eliminating the bad influence of Huang Xingguo case and Zhao Jin case, and earnestly grasping the rectification after the case.
One person implicates six tigers.
Many interviewees said that many "officials of the second generation" are involved in real estate, but the situation in Zhao Jin is very prominent and its nature is particularly bad. His land acquisition is characterized by great ambition. No matter which city he is in, he must take the land in the central section.
Taking Tianjin as an example, an insider said that in 2003, Zhao Jin parachuted into Tianjin. He has successively developed five properties in Tianjin, in the order of development: Chengji Center on Nanjing Road, Junlin Building in Guangfu Road Business Circle, Excellent Repulse Bay at the intersection of Shijing Road and Qiwei Road, Mingmen Square near People’s Park, and Ginza on the waterfront. "These properties are strategically located, but there are also widespread problems such as stealing area and potential safety hazards."
In June 2014, Zhao Jin was taken away from his Beijing residence for investigation. Subsequently, 10 Zhao Jin executives, including Du Nali, were also taken away for investigation.
Zhao Jin’s case has attracted much attention because of "one person implicated in six tigers", including his father Zhao Shaolin, He Jiacheng, former executive vice president of National School of Administration, Zhou Benshun, former secretary of Hebei Provincial Party Committee, Wang Min, former member of Standing Committee of Shandong Provincial Committee and former secretary of Jinan Municipal Committee, Yang Weize, former member of Standing Committee of Jiangsu Provincial Committee and former secretary of Nanjing Municipal Committee, and Wu Changshun, former vice chairman of Tianjin CPPCC and former director of Municipal Public Security Bureau.
All six of them have been sentenced. But up to now, the Zhao Jin case has not been pronounced.
On September 15th, 2014, the first industry committee of King’s Landing Building sent a tip-off letter to CPC Central Commission for Discipline Inspection, which reflected that the area of real estate license was much smaller than the sales area, collusion between government and business. At the same time, they also requested the Hebei district government to set up a joint management team to implement comprehensive management of the building as soon as possible.
On October 23, 2014, the industry committee complained to Tianjin Fire Bureau that three of the four entrances and exits of Junlin Building were blocked and the refuge floor was occupied. "The industry Committee has also reflected the situation many times and has not received the attention of the fire department."
An owner of King’s Landing Building reported that there have been many fires in the property since he moved in. According to his understanding, there were four fires in 2016 alone. "Fortunately, it was found in time and put out in time, causing no casualties."
In December 2016, the first King’s Landing Building Industry Committee had no choice but to announce its dissolution.
A former committee member of King’s Landing Building told China Newsweek that the worst thing about King’s Landing Building was that a few years ago, Zhao Jin sold all the fire shelters of the building. "The 9J and 25J floors of King’s Landing Building belong to the fire escape refuge floor. According to the legal provisions of fire escape, there can be no houses in the escape refuge space, but Zhao Jin has divided the above two floors into several rooms and sold them, resulting in many owners or tenants living in the escape refuge floor."
According to many owners, according to the apartment structure advertised by the developer when selling houses, there are 2,525 households in the property, and the occupancy rate is about 70%. At present, there are only about 300 owners who have stayed for a long time, and the rest are tenants. The landlords of these tenants come from all over the country. A few years ago, they bought the property of King’s Landing Building for investment purposes.
Zhao Jin and others also changed the floors like magic tricks. For example, the top floor displayed on the elevator button of King’s Landing Building is 41B, but in fact, King’s Landing Building is not less than 80 floors.
"The trick of this trick is to add a floor with a combination of numbers and letters between two adjacent floors, such as adding a 40J floor between 40 and 41. At the same time, some original duplex floors were split into two independent floors and sold separately, resulting in the actual number of floors being much more than that displayed by the elevator button. This facilitates their fraud, tax evasion and other behaviors. " An owner of King’s Landing Building told China Newsweek.
Some owners said that if they were full now, the whole King’s Landing Building might be paralyzed.
In view of a series of problems in King’s Landing Mansion, many owners have reported that they are still too scared to move in. During Huang Xingguo’s administration, they often went to the gate of Tianjin Municipal Committee and Municipal Government to reflect their problems.
