Tesla officially announced the price increase! The Model 3/Y long-life version is raised by 1,500 yuan and 2,500 yuan respectively.

The news about Tesla’s price increase has finally come to a conclusion. This time, it’s not just Model Y.

On November 9th, Tesla China official website updated, and raised the prices of the long-life versions of Model 3 and Model Y respectively. Among them, the new version of Model 3 Long Life Huan is raised by 1,500 yuan, and it will be sold at 297,400 yuan after adjustment; The Model Y long-life version rose by 2,500 yuan, and the adjusted price was 302,400 yuan.

Tesla officially announced the price increase! The Model 3/Y long-life version is raised by 1,500 yuan and 2,500 yuan respectively-driving.

It is worth noting that just two weeks ago, on October 27, the price of Model Y high-performance version was just raised by 14,000 yuan. Some analysts said that the Model 3/Y rear-wheel drive version will also raise the price later.

Since the emergence of self-renewal and evolution Model 3/Y, it has directly set off the domestic upsurge. At the scene in China International Import Expo(CIIE), the Tesla booth was packed with people and became a popular punching point. In particular, the exhibition of the new version of Model 3 Huan and the re-evolved Model Y, the simple and atmospheric face value, intelligent interactive experience and comfortable cockpit environment … have all been praised by the visiting media. Some netizens said: This also proves that good products have their own aura, which is the real top flow!

The data can more intuitively reflect Tesla’s best-selling. On November 8, the sales data released by the Association showed that Tesla Giga Shanghai delivered more than 72,000 vehicles in October, of which Model 3 delivered about 25,000 vehicles, ranking first in luxury brand cars; Model Y delivered over 47,000 vehicles, ranking first in the sales list of pure electric vehicles. So far, the cumulative delivery of Tesla Super Shanghai Factory in 2023 has reached about 771,000 vehicles, exceeding the whole year of 2022, which is expected to create a new record for the annual delivery of domestic luxury car companies.

With the arrival of the market boom, "demand exceeds supply" has become the normal state of Tesla. According to China official website, the pick-up cycle of Model Y has been extended to 2-8 weeks, and the pick-up cycle of Model 3 Huan is 2-9 weeks. Analysts said that based on the continuous supply of Shanghai Super Factory to many countries in Asia-Pacific and Europe, and the annual sales volume of several markets has been locked in advance, the possibility of further extension of the delivery cycle is not ruled out.

Through information such as "price increase" and "tight delivery", it is not difficult to find that the supply is in short supply, which is the normal state of Tesla. As many car critics have analyzed, for consumers, "ordering as soon as possible" is the best choice.

At present, users can also participate in limited-time referral rewards when ordering some Tesla models. Some netizens calculated that if they miss this wave, they will spend at least 5,000 yuan more next year.

Before December 31st (inclusive), if the car buyer orders Model Y/S/X through a friend’s recommendation and picks up the car within the validity period of the order, he can get the final payment deduction of 1,750 yuan and the 90-day EAP free trial benefit. As a referrer, the owner can also get 7000 points, which can be exchanged for overcharged mileage, TeslaMic and other good things. Before December 1 (inclusive), car owners can also receive "superimposed benefits". Every time a friend is invited to the store to complete the test drive of any model, they can win 500 points, and they can get up to 3 times, and the user will recover 100 points from the fourth time.

Tesla has pressed the "back slope" button of referral benefits all over the world. In November, Tesla also lowered the referral benefits in China market. At present, domestic consumers pay close attention to the next order, and they can also take Tesla away with the most affordable starting price and the most generous welfare package.

Let "non-legacy" be more pyrotechnic.

Vivid the Monkey King.

Xiao Zhanxing attaches great importance to the inheritance of intangible culture.

Qingyuan

Small-faced people make big souls.

During this double festival, I walked into the Xiaopai dough sculpture museum in Qingcheng District, Qingyuan, and the Monkey King, Guan Gong and Lu Bu … the colorful dough sculptures were lifelike, which made people exclaim. In Qingyuan Cultural Center, Guan Gong, a vivid intangible cultural heritage of Fengcheng "Xiaopai dough sculpture", often attracts many visitors, and its inheritor is Xiao Zhanxing, who is over 60 years old. He is the fourth generation descendant of Xiao School’s dough figurines, known as "dough figurine Xiao". At the age of 6, he followed his grandfather Xiao Lao to learn. Although he is no longer young, Xiao Zhanxing is still full of energy. He spends a lot of time studying history books and Chinese and foreign picture books every day, and skillfully combines Chinese traditional color sculpture skills with modern sculpture skills to form a unique dough sculpture technique.

● Work hard and look at "opening up"

Xiao Zhanxing is best at making heroes in Romance of the Three Kingdoms and Water Margin. He can show the muscles, bones and hair of the characters incisively and vividly, which is amazing. Many of his ingenious techniques of making dough sculptures were explored in more than 50 years of creative practice. Experts from the Committee of Experts on the Protection of Intangible Cultural Heritage in Qingcheng District believe that Xiao Zhanxing’s works combine artistic essences such as sculpture, painting, Peking Opera, history and literature, which are both traditional and innovative.

Xiaopai dough figurines are mostly based on fairy tales, dramas and historical figures, with wheat flour as the main raw material. After being processed and colored, they are shaped into vivid artistic images by means of kneading, rubbing and kneading, and by means of expression such as inserting sticks, hanging lines and embossing. Chang ‘e in graceful attire, Guan Gong with glaring eyes, Red Rabbit with braying hooves and bloody veins, and Lu Bu, the god of war who is aggressive in valor, are all endowed with fresh vitality under Master Xiao’s hand, and the details of facial features, clothes and weapons are handled very exquisitely.

In the inheritance of China’s traditional craft sculpture, whether a work is vivid or not depends mainly on the characterization of the details of the characters’ heads, commonly known as "opening faces". Xiao Zhanxing accurately grasped the changes in the muscle structure of the characters’ faces, and exaggerated them according to his own understanding. His expression was just right, which made different characters present different inner worlds. Xiao Zhanxing’s dough sculpture works are deeply loved and collected by art connoisseurs at home and abroad, and a classic work often needs to wait for 4~6 months.

● Show and spread Chinese culture through live broadcast.

In 1988, Xiao Zhanxing came to work in splendid china Folk Culture Village by chance. "In the 1990s, many Hong Kong people were curious about dough figurines. I once made dough figurines for some celebrities." According to Xiao Zhanxing, you only need to master the techniques of "one seal, two kneading, three inlays and four rolling" if you are quick in dough modeling, but it is not easy to achieve both form and spirit. In the studio, Xiao Zhanxing wears glasses, from making a skeleton and shaping, and then kneading, rubbing, lifting the skin of a person with noodles, and then using a knife to point, cut, carve, delimit, shape a body, hands, head and face, and put on various colors of hair accessories and clothes, which moves like flowing water.

In order to better promote dough sculpture culture, Xiao Zhanxing set up a studio in Qingyuan in 2019. In addition to opening the door to teach students, he also taught and broadcast live on the short video platform. A desk, two skillful hands, and small dough are endowed with new life in the fingers, so that netizens all over the world can intuitively experience the fun of "kneading people". After a few minutes, the colorful dough will become vivid characters, and the charm and movements of the face are portrayed to the extreme. Tens of thousands of people watched the live broadcast at most. With the blessing of the new forces of the Internet, the ancient Chinese craftsmanship also shaped Xiao Zhanxing into the "online celebrity" in the dough-making industry.

● Let the minority’s intangible craftsmanship become popular.

After thousands of years’ development, dough sculpture has become a kind of material that can not be ignored in the study of historical archaeology, folklore, sculpture and aesthetics. Dough sculpture works not only have the style of traditional painting in China, but also have the simple flavor of folk art, and are deeply loved by people because of their low cost, long preservation time and high artistic appreciation.

At the end of September this year, seven projects, including Xiaopai dough sculpture, The Legend of Feixia and The Legend of Longtang, were approved to be included in the list of the ninth batch of district-level intangible cultural heritage representatives in Qingcheng District and announced to the public after being evaluated by the meeting of the expert committee on the protection of intangible cultural heritage in Qingcheng District. When everyone is curious about why Xiao School’s dough figurines have a unique aesthetic appeal, Xiao Zhanxing tells the secret: a figure dough figurine with both form and spirit must have a deep understanding of the historical background of the characters created, not only trying to figure out the prototype, referring to the surrounding literature, but also making the charm that he wants to express through skills and techniques.

In Qingyuan, the skill of Xiao School dough sculpture has been widely spread. In order to inherit the dough sculpture skills, Xiao Zhanxing has widely accepted his disciples. In the past ten years, his disciples have become the best in the dough sculpture industry, and won gold medals in international competitions many times, which has played a significant role in promoting the development of dough sculpture, food sculpture and other industries. The seal of Xiao School is molded on every surface, which may be the best interpretation of Xiao Zhanxing’s ingenuity. Xiao Zhanxing said: "As a kind of folk street culture and art, dough sculpture has become an international work of art through the unremitting efforts of generations of folk artists. Behind the dough sculpture culture is the inheritance of Chinese traditional culture, and it is also my emotion for dough sculpture culture. It is a responsibility and a glory to devote myself to the promotion of dough sculpture culture. "

Dongguan

Mud tires "wear" clothes

During the long vacation, many people went to the art exhibition to see the "little clay figurine"-for example, the provincial intangible project "Tea Mountain Silk Dress Lantern", and the clay figurine wearing silk and flowers was different and exquisite; Or a clay doll for ladies’ wear, holding a banquet under the palm-sized "osmanthus tree", which is so festive. The clay sculpture works created by a female artist in Dongguan bring different pleasure to tourists.

● Garlic skin skillfully makes lotus petals.

At the second exhibition of fine folk arts and crafts in Dongguan, the work "Eight Immortals Celebrating their Birthday" by Chashan Silk Dress Lantern was an eye-opener. This is specially created by Li Cuiwei, the representative inheritor of the intangible cultural heritage project "Chashan Silk Dress Lantern" in Guangdong Province, for the "Golden Week". Inspired by the custom of "praying for the Eight Immortals" in Dongguan’s old festivals: a colorful New Year picture with seasonal fruits, adults praying for health and beauty, and children waiting to share fruits … From Li Cuiwei’s childhood memory, "Eight Immortals" has intersected with Dongguan’s folk customs, rich life and other concepts.

Three months ago, it didn’t go well. Li Cuiwei encountered a problem when making the first character "He Xiangu". The "Lotus" held by the character couldn’t find a suitable material-clay sculpture was poor and clever, paper-cut was thin, and light clay was too "cartoon", so she couldn’t start at the moment. On Tanabata this year, Li Cuiwei visited Tanabata Tribute Table in Wangniudun Town, and was pleasantly surprised to find that local skillful women made flowers with garlic clothes, but the effect was confusing. When she came back, she did the same thing, peeling off a garlic, selecting a full garlic clove, tearing off the garlic coat with tweezers, and trimming it with scissors, so that there was a tender and bright "petal". Soon, a "lotus" slightly larger than the thumb cover was completed, but it was still a little plain. Li Cuiwei had a brainwave and took out her lipstick-that’s how the blush of "He Jian" came from.

Li Cuiwei said that the folklore of "Eight Immortals Crossing the Sea" has the meaning of "facing difficulties and going forward" and conveys the belief of pursuing beauty. She hopes to pass on this kind of "kindness" to every audience.

● I hope that the inheritors can "eat by craft"

During this long vacation, Li Cuiwei is basically not idle. She is making a group of tea mountain silk lantern works related to firefighters, and is ready to participate in the "Guangdong Fire Seal" cultural and creative works design competition. Chashan Silk Dressed Lantern is a small clay figurine dressed in satin, which originated in Chashan, Dongguan, and the earliest doll prototype can be traced back to Wen Tianxiang.

Li Cuiwei said that "keeping pace with the times" in the topic selection and "being inclusive" in the material selection have made the skills of Chashan Silk Dress Lantern immortal-for example, the "astronaut" she created last year, the helmet was cut with a 3D printed mask, and the process of wrapping beads and pasting metal beads was also used. However, in recent years, she has felt the pressure of inheritance more and more. Not long ago, a young man came here with great admiration, but he came back sadly, because he was told that "working as a silk lantern does not earn money". This makes Li Cuiwei somewhat sad. She said that she has a little savings and doesn’t need to make a living by craft, but young people have to solve their livelihood problems.

Chashan Silk Dress Lantern has not yet found a way to realize it. Due to the need of skills, each doll is hand-made (including kneading clay tires and cutting clothes), with small output and not much price advantage. However, Li Cuiwei is making adjustments in combination with the direction of "Chaowan": designing 12 zodiac dolls, adding personalized and DIY elements, and controlling the price within 100 yuan. She hopes that young people who inherit Chashan Silk Dress Lantern can "eat by craft" in the future.

Investigation on the withdrawal of more than 100 international papers: why are they all concentrated in the medical field?

Xinhua News Agency, Beijing, April 26th: Investigation on the withdrawal of more than 100 international papers.

Xinhua News Agency "Xinhua Viewpoint" reporters Jie Wenjin and Dong Ruifeng

Recently, Tumor Biology, which was affiliated to springer Company, a famous international publisher, voiced its voice and revoked 107 papers of China scholars included in the magazine. To this end, "Xinhua Viewpoint" reporters conducted an investigation on the focus issues of public concern.

Focus 1: Why are all 107 retracted manuscripts concentrated in the medical field?

After the incident, many people expressed their incomprehension: Why are these 107 retracted manuscripts concentrated in the medical field?

The relevant person in charge of Lilac Garden, an Internet communication platform for well-known medical professionals, told the reporter that all the papers involved were published in the American Journal of Tumor Biology, which belongs to the medical field and only publishes medical papers.

According to the China Association for Science and Technology, among the natural science papers published every year in China, medical papers account for more than half, and the volume is huge, and the probability of irregularities is greater than that in other fields.

Peter Butler, editor-in-chief of cell biology and biochemistry in springer, told the reporter that this large-scale retraction was the result of further manual investigation of the retraction events in 2015 and 2016 by springer Publishing Group, and it was not a newly discovered fraud event. At present, the publisher of Tumor Biology has been changed to SAGE. A senior editor of a medical SCI journal in China believes that "publishers of academic journals attach great importance to the reputation of their publications, and it is not uncommon to liquidate the problems left over before during the change of publishers".

Focus 2: Is peer review fraud procedural fraud or academic fraud?

It is reported that most of the withdrawn manuscripts escaped the review and monitoring through the way of "real review experts’ fake mailboxes". Some people suggest that this kind of peer review fraud is different from content fraud and belongs to procedural flaws.

The head of the China Association for Science and Technology said in an interview that "peer review fraud" is an out-and-out "academic fraud". Peter Butler said, "The peer review process is one of the cornerstones to ensure the quality, integrity and repeatability of scientific research. This is an indispensable part of the scientific review process before the manuscript is received. "

Wang Zixing, a psychiatrist at Capital Medical University, said that many academic journals involve multiple disciplines. In order to save the cost of running journals as much as possible, only a few editors may be arranged under a big major. The medical field is all-encompassing, and reviewers may not be familiar with all the fields involved in the manuscript. Therefore, the opinions of peer reviewers are an important reference for editors and also become a "safety valve" for academic quality of papers.

Since the review process is so important, why does the publication allow the author to recommend himself as a "gatekeeper"? Is it easy to cause fraud? Wang Zixing said that the selection of reviewers was partly selected by publications through their own channels and partly by self-recommendation. This is because journal editors are not necessarily familiar with the research fields and experts of contributors, and it is difficult to select reviewers, so they hope to conduct expert evaluation by the way of self-recommendation. Peter Butler said that letting the authors recommend themselves to the judges is a "trust-based" way to alleviate the above problems. "If someone deliberately circumvents the system, they may succeed."

However, in the face of the criticism that "if the editor makes one more verification call, he can see through the fraud", Peter Butler admits that "springer, as a publisher, has the responsibility to ensure that the publishing process goes as smoothly as possible and meets the ethical requirements, and at the same time, it has the responsibility to meet the new challenges with innovative tools. Therefore, springer will continue to invest in the development of more advanced systems for the authentication of reviewers to prevent similar situations from happening in the future. "

Focus 3: Is the author an "accomplice" or a "lying gun" of a fake intermediary?

Springer said: "It is not clear whether the author of the manuscript is aware of these institutions’ plans to impersonate reviewers.". According to the China Association for Science and Technology, there is no evidence that any contributor participated in the fraud.

It is reported that it is common for international paper contributors to employ third-party companies to provide language polishing services, which is also allowed within a proper scope, mainly because some contributors are not good enough in foreign languages and are not familiar with the process.

The reporter learned from the Lilac Garden that some of the 524 doctors involved in this exposure did not know. A surgeon in a famous 3A hospital in Beijing was very wronged when he saw that he was among the authors of the retracted papers. The doctor said that he did contribute to the research involved in this paper, but "I don’t know anything about the submission, let alone that it was submitted through a third-party intermediary". It is understood that apart from the first author and correspondent, some people with lower signatures often only participate in the minor part of the paper or belong to the same project team, and play a minor role in the publication of the paper, so they may not know that they are listed.

However, an editor of a former medical SCI journal believes that when the pressure to publish a paper meets the impulse to make a profit, "some people indulge, at least pretend to be confused with understanding."

A young doctor in a famous 3A hospital in Shanghai said that publishing papers has become the lifeblood of young doctors’ promotion at present, and "only holding a scalpel but not a pen is absolutely hopeless". Therefore, many peers choose to submit their papers through third-party organizations that promise to publish their papers successfully.

Focus 4: How does the paper "black intermediary" collect money?

According to the survey, the publication fee of a paper in an SCI international academic journal ranges from several thousand yuan to several hundred thousand yuan, and the intermediary can make huge profits from it.

In September 2015, the Special Committee on Ethics and Rights of Science and Technology Workers of the Standing Committee of China Association for Science and Technology issued the "Five No’s Code of Conduct for Publishing Papers in International Academic Journals", which made it clear that "the third party" refers to any institution or individual except the author and the journal, and prohibited the third party from modifying the facts of the papers and writing on behalf of others in the name of providing "language services".

Recently, the reporter searched on Taobao with the keyword "SCI paper publication" and found that a large number of merchants marked related businesses. The page of a merchant named "SCEI Paper Academic Service" shows that there are 20,000 fans. After clicking on the item marked with a monthly turnover of 23,821, the reporter consulted about the publication of the paper.

The store said that it can write a paper on the subject of cardiology within six months to one year, and ensure that it is published in foreign SCI journals. The publication level is determined by the reporter, and the charging standard is determined by the influence of the journal. The price ranges from 38,000 yuan to 180,000 yuan, and the page fee of about 2,000 US dollars is also borne by the reporter. You need to pay a deposit of 10 thousand yuan first, and settle the balance after publication. The store also said, "All the experimental data in our paper are true and can show our strength."

In a merchant named "Chinese-English Medical Home", the customer service claimed to be a doctor of medicine, and he was a front-line medical worker. The quotation was that the publication with an impact factor of more than five points was 50,000 yuan per minute, and the page fee was about 2,000 US dollars, and he clearly told which publication he could publish. For the price of a paper of 270 thousand yuan, the customer service said, "it’s all like this, it’s worth it, and it will pay off."

Alibaba said that since 2017, the platform has intercepted 16 keywords such as "writing for papers" and "writing for periodicals" by actively controlling similar risky goods, but it has also been found that some merchants have released them through keyword variation, bypassing platform supervision.

Focus 5: How to rebuild China’s reputation of academic integrity?

Springer told reporters that "these revoked papers do not represent and reflect the overall quality and pioneering achievements of scientific research results published by China researchers." However, many people in the industry said that it is an indisputable fact that China’s reputation for scientific integrity has been damaged.

According to the reporter’s understanding, after more than 100 international papers were withdrawn in 2015, the China Association for Science and Technology warned in the Investigation Report on the Withdrawal of BMC that the risk of large-scale withdrawal for the same reason might continue thereafter. This research report pointed out that most of the units involved in the retraction of the manuscript did not seriously carry out the investigation, and their understanding of the seriousness of the incident was not unified. The investigation work was not in-depth and the handling was light, and no corresponding measures were established based on this. Only a few units have imposed severe penalties on the authors involved, such as canceling their professional titles, positions and appraising their qualifications.

Recently, the China Association for Science and Technology said that those who received funding from the National Natural Science Foundation of China must be recovered, and the fund cannot be declared again in the next five years. Other treatments should be made by the relevant author’s unit.

Zhuo Hongyong, director of the Newspapers and Periodicals Division of the State Administration of Press, Publication, Radio, Film and Television, believes that the problems in the field of periodicals are the end, and the talent evaluation mechanism is often the source. Dr. Chen Yun, senior manager of clove garden content, believes that the derivation of the interest chain of paper fraud is precisely because the assessment of medical workers relies too much on the publication of papers.

In July, 2016, the Ministry of Human Resources and Social Security issued "Opinions of Ministry of Human Resources and Social Security on Strengthening the Construction of Professional and Technical Personnel at the Grass-roots Level", suggesting that in the future, professional and technical personnel such as doctors at the grass-roots level will not have rigid requirements for papers and scientific research.

G7 announced that it would ban the import of Russian diamonds from next year, and Kegong responded.

[Global Network Report] According to Reuters and other foreign media reports, the Group of Seven (G7) announced in a statement on the 6th that it would ban the direct import of Russian diamonds from January 1, 2024, and gradually restrict the import of Russian diamonds processed in third countries from March 1. Agence France-Presse said that the move was a measure to strengthen sanctions against Moscow. In response to this move, Kegong responded that sanctions against Russian diamonds have been discussed for a long time, so it is not news, and Russian diamond mining companies are trying to hedge risks.

According to Agence France-Presse, before making the above decision, G7 leaders held a video conference with Ukrainian President Zelensky, who warned that the unity of western countries was facing collapse in his speech to G7 leaders.

The report said that G7 said in its latest statement, "We will impose import restrictions on non-industrial diamonds mined, processed or produced in Russia from January 1, 2024," and "We will further impose import restrictions on Russian diamonds processed in third countries in stages, with the target date of March 1, 2024." The statement added that by the beginning of September, "a strong original diamond verification and certification mechanism based on traceability will be established within G7".

Agence France-Presse said that the new restrictions are the latest move by the United States and Western countries to impose a series of sanctions on Russia. Previously, the targets of Western sanctions against Russia included financial institutions, technology imports and energy exports.

According to the news of Sputnik news agency & radio and Interfax news agency on the 6th, in response to the latest move of G7, Kremlin spokesman and Russian Presidential Press Secretary peskov said that the new sanctions have been discussed for several months, and Russian diamond mining companies have realized all the risks they are facing and are naturally trying to hedge them.

"Sanctions on diamonds are not news. And it has obviously been discussed in sufficient detail for several months. Therefore, our companies involved in this industry are well aware of the risks they face and are naturally trying to hedge these risks. Therefore, this is not news. " Peskov said.

At the same time, Russian President Vladimir Putin made a lightning visit to the United Arab Emirates and Saudi Arabia on the 6th, and held talks with the leaders of the two countries respectively to discuss issues such as oil policy, Russia-Ukraine conflict and Palestinian-Israeli conflict, which attracted the attention of the international media. The US CNBC website said that both Saudi Arabia and the United Arab Emirates are important trading partners of Russia, and remain neutral in the Russian-Ukrainian conflict and refuse to adopt Western-led sanctions against Russia. In addition, since the outbreak of the Ukrainian crisis, the EU has implemented a package of economic sanctions, which has greatly reduced its exports to Russia. However, due to the anti-mite effect of EU sanctions against Russia, the supply situation in Europe is tense, the prices of energy and commodities have soared, and the import volume has increased significantly.

Chongqing’s "No.1 uncompleted residential building" is beset with lawsuits, and "at least 10 couples are divorced because of it"

The last "unfinished building" in the main city of Chongqing has become a heart disease for all parties. The Paper Xu Qiyong

The unfinished building "Yingdan Building", which has stood for 14 years in the downtown area of Yubei District, Chongqing, has become an alternative landmark of the city.

This first "unfinished building" in Chongqing is like a nail, which has been poked in Zheng Jing’s heart for four years: "Every time I pass by it, I can’t help but feel a burst of heartache."

Zheng Jing is a shareholder of Chongqing Zhongxiong Construction Engineering Co., Ltd. (hereinafter referred to as "Zhongxiong Company").

Four years ago, Zhongxiong Company participated in a judicial auction and won Yingdan Building for 251,836.8 million yuan. Since then, Zheng Jing and Zhongxiong Company have been caught in a lawsuit "whirlpool" and have been claimed 150 million yuan.

The Paper (www.thepaper.cn) learned in an interview that "Yingdan Mansion" is like a black hole. Some people go to jail because of it, some people spend all their money for it, some people become petitioners, others are separated because of it, and at least 10 couples get divorced because of it.

The builder was sentenced to 12 years in prison.

Yingdan Building is located at the turntable of the new memorial archway in Yubei District, Chongqing, adjacent to the starting point of the airport expressway.

According to public information, Yingdan Building covers an area of 8.36 mu, and is a front and rear conjoined building with 33 floors and 25 floors respectively. The main project of the building has been completed, but the external wall has yet to be decorated, and the door opening has been reserved. The internal pipe network, water and electricity, and elevators have not been installed.

"Every year, buyers come here from time to time to see, and some even cry." On August 5th, the owner of a restaurant near Yingdan Building told The Paper that in the past 14 years, many people have been forced to shed tears by this "unfinished building".

Through a rusty iron gate, it can be seen that the courtyard is already covered with weeds as tall as people, and the same rusty tower crane stands tall.

Two security guards sat in the courtyard of the building, drinking tea and reading the newspaper. Knocking on the iron gate, The Paper tried to enter the compound, but they refused, and even taking pictures was prevented. Under the refraction of sunlight, the unfinished building cast a huge shadow on the sidewalk next to it.

Yingdan Building is jointly built by Chongqing Yunhui Trading Co., Ltd. and Chongqing Yingdan Property (Group) Co., Ltd., and both parties agree that Yunhui Company will leave the land and Yingdan Company will contribute to the construction. Construction started in 1999, but stopped in November 2000 due to the break of Yingdan Company’s capital chain.

Yingdan Company, which is in urgent need of funds, introduced the natural person Jingnong Ronglian in 2002. However, in the name of internal subscription, Jing sold the houses without pre-sale permits to 29 buyers at low prices, making a profit of 5.06 million yuan. Therefore, he was charged with contract fraud and sentenced to 12 years in prison, which became a sensational "internal subscription fraud case".

In September, 2003, Yunhui sued Yingdan Company for canceling the contract for the joint construction of Yingdan Building. At the same time, Yingdan company began to fall into a lawsuit war with many creditors.

Yingdan Company has been repeatedly defeated in this lawsuit, and has been applied by many creditors for debt repayment. In March 2009, Yingdan Building was sealed up by the People’s Court of Yubei District of Chongqing (hereinafter referred to as "Yubei District Court") as a whole and submitted to Chongqing Higher People’s Court (hereinafter referred to as "Chongqing High Court") for evaluation and auction.

Entrusted by Chongqing High Court, on March 29th, 2010, Chongqing Bocheng, Chongqing Huaxia and Chongqing Jingfeng jointly issued a judicial auction announcement.

Auction book about Yingdan Building. The Paper Xu Qiyong

The winning company was claimed 150 million yuan.

On March 29th, 2010, Zhongxiong Company, which is owned by Zheng Jing, saw the auction announcement of Yingdan Building.

Zheng Jing said that at that time, the company was very optimistic about the location advantage of Yingdan Building-located in the prime location of Xinpaifang in Yubei District, Chongqing, adjacent to the starting point of Airport Expressway.

On April 30, 2010, Chongqing Higher People’s Court opened the judicial auction of Yingdan Building, and set the valuation of 186 million yuan as the starting price.

The auction was held in Chongqing United Assets and Equity Exchange, and electronic bidding was adopted.

Zheng Jing recalled that the competition on the day of the auction was fierce. After 83 bidding contests, Zhongxiong Company and another buyer finally clinched a deal with 251,836.8 million yuan, and signed the Auction Confirmation Letter with the auction company on the same day.

However, Zhongxiong Company subsequently discovered that the subject matter notified to the court by the local land and construction departments had a series of major flaws. "These flaws were not disclosed before the auction." Zhongxiong Company believes that due to the unauthorized increase of building floors, Yingdan Building has serious security risks, and it does not have the conditions for external auction without the appraisal of relevant quality appraisal departments. At the same time, there are a lot of property rights and debt disputes in this project, which leads to the actual possession and control of the building by some unidentified people.

In view of this, Zhongxiong Company immediately stopped paying the bid price, and communicated and negotiated with the auction company many times.

On May 24, 2010, three auction companies wrote to Chongqing High Court, asking the court to find that Zhongxiong Company was in breach of contract.

Subsequently, Chongqing Yubei District Court made an enforcement award to revoke the auction results and re-auction Yingdan Building.

In July 2010, Yingdan Building was auctioned again. This time, the building was bought by Chongqing Huaou Real Estate Co., Ltd. for 176,934.96 million yuan.

What Zheng Jing didn’t expect was that the troubles of Zhongxiong Company began to follow. In the series of execution cases of Yingdan Building, Zhongxiong Company was added as the executor.

In December 2010, Zhongxiong Company was ruled by Chongqing High Court and Yubei Court to bear the auction price difference of 74.9 million yuan.

On October 20, 2011, Chongqing Higher People’s Court ruled that the property of Zhongxiong and its shareholders was 67.9 million yuan. Previously, the personal assets of Zhongxiong shareholders worth hundreds of millions had long been controlled by the court, and even the real estate and bank deposits under the name of shareholder Zheng Jing’s mother were not spared.

On February 26th, 2014, Fang Yunhui Company, the former joint building of Yingdan Building, filed a complaint with Chongqing No.5 Intermediate People’s Court (hereinafter referred to as "Chongqing No.5 Intermediate People’s Court"), demanding that Zhongxiong Company and its two major shareholders jointly compensate for its losses of 54.1 million yuan on the grounds that its shareholders abused its independent status as a legal person and its shareholders’ limited liability harmed the interests of its creditors.

Yun Hui believes that Zhongxiong Company and its shareholders deliberately broke the contract in the auction of Yingdan Building, resulting in its debt of nearly 50 million yuan to Yingdan Company still unpaid.

On April 6, 2014, Yingdan Company sued Zhongxiong Company and its shareholders in Chongqing No.5 Intermediate People’s Court for the same reason, demanding that the court order Zhongxiong and its shareholders to jointly compensate for the losses of 94 million yuan.

At present, the above two cases have been filed, and Zhongxiong Company has been claimed for nearly 150 million yuan. Hundreds of millions of personal property previously seized by shareholders of Zhongxiong Company was once again preserved by the litigation property of Chongqing No.5 Intermediate People’s Court; The Chongqing Higher People’s Court has not lifted the measures taken by shareholders of Zhongxiong Company to restrict high consumption and exit.

Legal experts "bar" to court

In view of the series of rulings of relevant courts, Zhongxiong Company and its shareholders have made judicial relief in order to get out of the dilemma of being attacked by both sides.

The Paper learned that Zhongxiong Company first questioned whether the auction of Yingdan Building was effective.

In 2011, Zhongxiong Company sued Chongqing Bocheng, Chongqing Huaxia and Chongqing Jingfeng auction companies, arguing that Yingdan Building had serious hidden dangers in building safety and quality, and could not be actually delivered, so it could not be used as the auction target. According to the relevant regulations, the "Auction Confirmation Letter" signed by Zhongxiong Company and three auction companies should be deemed invalid.

In this regard, the Chongqing No.1 Intermediate People’s Court made a civil ruling on December 1, 2011, dismissing Zhongxiong’s lawsuit against three auction companies, on the grounds that Zhongxiong’s objection to the validity of the Confirmation of Auction Closing was not within the scope of the court’s civil litigation.

On March 20, 2012, Chongqing Higher People’s Court rejected Zhongxiong’s appeal for the same reason and upheld the ruling of Chongqing No.1 Intermediate People’s Court.

However, in the face of a series of rulings that were added as the executors of Yingdan Building case, Zhongxiong and shareholders repeatedly filed execution objections and reconsideration applications with Chongqing High Court and Yubei District Court, all of which were rejected. They applied to the Supreme People’s Court for reconsideration within the statutory time limit, and so far there is no result.

According to the statistics of Zhongxiong Company, only in 2012, the company and its shareholders filed an application for execution objection and reconsideration with the courts at all levels, totaling 8 times, and none of them succeeded.

Recently, five senior law professors from Southwest University of Political Science and Law, including Liu Jun, Zhao Wanyi, Liu Yunsheng, Sun Peng and Li Zujun, jointly issued a legal advisory opinion.

According to the opinion, Yingdan Building has serious quality and safety problems and serious violations of the law, which is prohibited by law. The judicial auction of Yingdan Building by Chongqing High Court is invalid, and Zhongxiong Company does not have to bear the liability for breach of contract for the auction price difference.

"It is a serious violation of the law for the court to directly judge and confirm the responsibility of Zhongxiong and shareholders in the execution procedure without trial and cross-examination." The submission said.

When Yingdan Building will be started is still a mystery..The Paper Xu Qiyong

At least 10 couples divorced.

According to the "Recommended Information of Yingdan Building Project" issued by official website of Chongqing United Assets and Equity Exchange on April 8, 2010, there are 1,205 creditors of the subject matter, involving the principal amount of equity of 303 million yuan, including 1,123 buyers, involving a housing area of more than 120,000 square meters, involving an amount of 173 million yuan; There are 82 claims, involving an amount of about 130 million yuan.

Zheng Jingyuan’s quiet life has been broken since he got his hands on Yingdan Building. Because of the restrictions on high consumption and going abroad, high consumer goods can’t be bought, and the business that needs to be discussed abroad can’t be discussed, and it is caught in the whirlpool of litigation, and the cause has also been greatly affected.

It is far more than Zhongxiong Company and its shareholders that have been hit hard. According to Fu Hui, a full-time lawyer of Zhongxiong Company, in the shadow of this huge debt, countless creditors have become "bitter owners", who have been seeking to pay off their debts for more than ten years.

Wang Qiulin is the representative of this group of "victims". She told The Paper that in 2006, she borrowed more than 600,000 yuan to buy three apartments in Yingdan Building. In the signed contract, it was agreed to hand over the house in the second year, and the result was far away.

"The money was originally borrowed from friends and relatives at a monthly interest rate of 1 point." Wang Qiulin said that in recent years, the family was overwhelmed by creditors. In 2010, her husband chose to divorce her because he couldn’t stand the days when creditors came to ask for money every day.

The same thing happened to Lin Jiahua, a house buyer. Before buying a house, Lin had a one-bedroom apartment in Jiangbei District. In 2007, I bought Yingdan Building through a friend’s introduction, and cobbled together nearly 200,000 yuan to Yingdan Company.

After the "rotten tail" of Yingdan Building, Lin Jiahua not only had to endure the pain of being forced by creditors every day, but also was called "the black sheep" by her husband. At the end of last year, her husband divorced her. In order to pay off her debts, she had to sell the only one-bedroom apartment and rent a house outside.

Lin Jiahua said that after the "unfinished" Yingdan Building, many families divorced because they could not repay their debts. Of the 30 buyers she knows, at least 10 have chosen to divorce because they can’t stand the days when creditors force their debts. This statement was confirmed by many buyers.

After Yingdan Building was "unfinished", Wang Qiulin and 30 other buyers took Yingdan Company, the developer, to court and won the case, but the creditor’s rights are still difficult to pay off.

According to the investigation in The Paper, Yingdan Company was on the verge of bankruptcy and liquidation, and there was no property to execute.

Wang Qiulin and others meet at Chongqing High Court and Yubei District Court every month to discuss their views. When he couldn’t make a statement, he turned to the Chongqing municipal government for help, during which he had a conflict with the police.

A "Report on Monitoring the Real Estate Market in the First Quarter of 2012" issued by the Land and Housing Ownership Registration Center in Yubei District said that Chongqing Stability Office and Yubei District Stability Office organized planning, construction committee, land, housing management, courts and other relevant departments to conduct special studies on the above issues of Yingdan Building.

In 2013, Zhejiang Huakun Company took over Yingdan Building. A staff member revealed that the company had completed the relevant procedures of Yingdan Building at the end of last year, and all the warrants were completed. The staff member said that at present, there are different opinions on the aftermath of Yingdan Building within Huakun Company: "Whether it is refined decoration or clean water room sales, everyone has not reached an agreement." Therefore, there is no specific plan for when the building will be restarted.

The Paper obtained a letter from the Chongqing Yubei District Construction Committee to the Yubei District Court, saying: Yubei District is the north gate of Chongqing and the best livable area in the city. Yingdan Building, as an unfinished building, will seriously affect and damage the image of the city.

One of the six characteristics before sudden death should go to the hospital immediately.

In recent years, with the rising prevalence of cardiovascular and cerebrovascular diseases, the incidence of sudden death has become higher and higher, and many public figures have died of sudden death. The main cause of sudden death is sudden cardiac death, including cardiac arrest or acute heart failure caused by coronary heart disease and other heart diseases. Among these sudden deaths, sudden death caused by coronary heart disease accounts for 80%.

For people with cardiovascular and cerebrovascular diseases, we should pay attention to the following abnormal manifestations.

The first manifestation is the sudden or aggravated chest tightness in the near future. When the human body suddenly has chest tightness after exercise, but it can be relieved after a period of rest, this phenomenon represents that you may have coronary heart disease. This sudden symptom shows that the atherosclerotic plaque in the coronary artery is unstable, which means that it may rupture at any time, leading to acute myocardial infarction. If there are occasional symptoms of chest tightness before exercise, more frequent symptoms after exercise mean more serious coronary heart disease. Similarly, this means that the stable plaque has also been damaged to a small extent, and may develop into acute myocardial infarction at any time. If this happens, you should go to the hospital in time and cooperate with the doctor to prescribe the right medicine or surgery.

The second performance is flustered. Palpitation is a subjective feeling of human heart rate acceleration, and its irregular appearance should be the result of tachyarrhythmia. If it occurs frequently, it is easy to cause ventricular fibrillation. If it occurs, people can die within a few minutes.

The third manifestation is bradycardia. The beating of the heart is initiated by the pacemaker cells in the human body. If the function of the pacemaker cells deteriorates, it will easily lead to the slowing down of the beating rate of the human heart, and in severe cases, it will also cause cardiac arrest and sudden death of the human body. The elderly are prone to sudden death due to the deterioration of the function of their membrane cells, so the elderly should regularly check their blood pressure and heart rate.

The fourth situation is syncope. Syncope is an important precursor of sudden death. Most syncope is caused by the sudden slowdown or stop of heartbeat, which leads to insufficient blood supply to the human brain. If there is unexplained syncope, we should improve our own vigilance and try our best to find out the cause to prevent the next syncope and even sudden death.

The fifth condition is unexplained fatigue. Sudden death does not only occur in the elderly, but also in young people. Under contemporary circumstances, many young people are often tired because of the pressure of work and study. If there is unexplained fatigue, it is accompanied by chest tightness, which is easy to cause acute heart failure. If this happens, physical activity should be strictly prohibited and bed rest should be kept.

The sixth situation is black eyes and numbness of limbs. Brain death is also the main cause of sudden death, which can easily lead to the increase of blood pressure in a few minutes, thus causing insufficient blood supply to the brain and causing sudden death.

If you find the above precursors of sudden death, you should be alert to your body to prevent sudden death.

Deng Guangrong, a famous Hong Kong actor, died of illness and was friends with Leslie Cheung.

And Leslie Cheung were good friends.

Deng Guangrong’s body was transported to the mortuary.

Deng Guangrong, known as the eldest brother in film, died in his sleep on March 29th at the age of 65. At 12: 15 in the evening, the body was transported by a yellow car to the mortuary in Toyama. Forty or fifty relatives and friends were present, including Chen Shufen and his son. A large number of police officers were also present to maintain order. In order to avoid the exposure of the body, relatives and friends used umbrella arrays to escort the car.

Deng Guangrong’s friends were very sad after receiving the news, and they went to Deng Guangrong’s house to learn about the situation. It is reported that he suddenly had a heart attack at home, and his family immediately called the police after being discovered by the workers. After the first aid, he was invalid and eventually returned to heaven. It is known that he originally planned to attend a friend’s party this evening, left at 9:00 pm, and was next to the bed at home. His family thought that he had a short rest, and it was not until the workers checked that he had stopped breathing. His family immediately called a familiar doctor and took him to the hospital. Unfortunately, he finally came back to life.

Xue Jiayan was filming a drama in Jiujiang. Her voice changed when she received the news on the phone. She couldn’t accept the news. She said, "I don’t know what to say. I hope his family will be sorry for their loss. I will return to Hong Kong the day after tomorrow, and I will call my wife to say hello." She recalled the first set of cooperation drama "Bunny Girl" with her eldest brother, and made herself a bunny girl, praising him for his bravery, heroism and willingness to help others.

Xie Xian said that when he heard the news, he felt suddenly. He said, "I don’t know what to say. I have known him for more than 20 years. Alas, I really don’t know what to say. (Will I contact his family? ) After his family has arranged it, if you have any help, you must help. " Ceng Zhiwei also couldn’t believe it was true. He also said that his eldest brother met to play golf two days earlier, praising each other’s kindness and great contribution to the film circle.

Deng Guangrong’s daughter cried and announced the news of her father’s death.

Family members are surrounded by reporters.

Deng Guangrong’s daughter, He Liquan, John Chiang and relatives and friends announced the details to Banbai Media at 71 Kadoorie Mountain in the evening. Her daughter cried into tears and said, "Thank you for your concern. Unfortunately, dad left us tonight. He left naturally. This is the regret of the whole family and the whole world. I hope everyone will respect dad and let him leave the housing enterprise. Our family is very United and will do our best to do a good job. His friends are also very concerned about us. " Asked how to arrange the funeral? She said with tears that she would try to do it in her father’s favorite way.

In addition, Jackie Chan, also known as Big Brother, was misinformed about "death", and social networking sites suddenly reported that Jackie Chan died of heart paralysis. It is known that some media in Hong Kong have contacted Big Brother and verified that the death was misinformed.

Deng Guangrong’s Life: Student Lover in the 1960s and Gangster Brother in the 1980s.

Deng Guangrong is from Shunde, Guangdong Province. In 1962, at the age of 17, he became famous for his first film "The Student Prince", and he was also called "the three major literary films in Taiwan Province" with Qin and Han Dynasties and Qin Xianglin. After graduating from high school, Deng Guangrong cooperated with Xiao Fangfang, Zhen Zhen, Chen Baozhu and others to shoot many films with the theme of youth in the 1960s. In 1970s, he went to Taiwan Province for development, and made more than 60 films, usually in drama and romance. He also often cooperates with Brigitte Lin, which is very popular with Taiwan Province audiences. It is reported that the film salary in Deng Guangrong is HK $150,000.

In 1977, he returned to Hong Kong and founded Darong Film Company, and then founded Shadow Master Film Company. At this time, Deng Guangrong is no longer the "student prince" in the 1960s and 1970s. This tall and dignified middle-aged man with a king’s demeanor began to be keen on interpreting some Jianghu brothers in gangster hero films. Although Wong Kar-wai wrote "Jianghu Long Hudou" and Deng Guangrong, Chow Yun Fat and Xie Xian starred in it, it was also a follow-up work of John Woo’s "The True Color of Heroes", but the delicate depiction of brothers’ feelings and how to choose family life in the film still had some flavor compared with other similar films, which made Deng Guangrong, who is also the boss of the film company, appreciate the young man’s talent and invested in the first film as tears go by directed by Wong Kar-wai. The film was well received, which greatly boosted Deng Guangrong’s confidence. He even spent HK$ 40 million for Wong Kar-wai to start filming his second film, The True Story of Teddy Boy, but the result was a fiasco at the box office. After being released for 12 days, it was closed, and the box office only received 10 million yuan, which actually made Deng Guangrong go to the hospital for intravenous drip because of the huge investment in anxious films.

After The Story of Teddy Boy, Deng Guangrong and Wong Kar-wai had another collaboration: return engagement, written by Wong Kar-wai and starring Deng Guangrong. The story of this film is not bad compared with Deng Guangrong’s previous work "Longteng Sihai". It is all about the story that the boss who wants to quit the Jianghu is forced by the situation and kills again. Perhaps because he is used to playing "Big Boss", Deng Guangrong’s style of acting in the circle is also quite helpful. At the memorial meeting of his good friend Shen Dianxia, Deng Guangrong tried Adam Cheng publicly, forcing Adam Cheng to take the stage to explain whether he was heartless to Shen Dianxia and his daughter Zheng Xinyi, which also caused an uproar.

Deng Guangrong and Leslie Cheung were also good friends. In 1991, Deng Guangrong, together with Leslie Cheung and Wong Kar-wai, won the Golden Award for The True Story of Teddy Boy. After Leslie Cheung’s death, he also attended the memorial activities in Leslie Cheung.

Anju District, Suining City: Send health to the fields and be a good "health goalkeeper" for the masses.

Sichuan Online Suining Channel News (Reporter Zhao Quanjun)"The old man should come to the hospital for review on time, and I will come to your house for consultation from time to time!" On August 3rd, Chen Jianjun, a doctor from Daan Health Center in Anju District, Suining City, came to the home of Xiao Yufen, a patient. After signing up as a "family doctor", Chen Jianjun visited Xiao Yufen every week to give him a physical examination and told him to take a rest.

In recent years, Anju District of Suining City has continuously promoted the "three major projects" of health and poverty alleviation, with the main contents of "building demonstration clinics in villages", "improving the ability of village doctors" and "supporting doctors by medical experts", carried out free health checkups in the fields, and implemented specific measures such as family doctors’ contract service, which effectively alleviated the problem that rural people are difficult to see a doctor and expensive to see a doctor, continuously reduced the prevalence rate of the people from the source, and improved their sense of health and happiness.

Send a health check-up to the village.

Facing the newborn morning sun, six doctors from Da ‘an Township Health Center set off for Sankouyan Village, 20 kilometers away, to do health check-ups for more than 200 villagers. Zhong Jiajun, director of Da ‘an Township Health Center, is the leader. He has been rooted in the grassroots health and poverty alleviation front for several years and knows the health status of every poor villager and the difficulties faced by poor households in seeking medical treatment. "Let the villagers come to the town hospital for physical examination, which will delay the farming. The doctor will go directly to the village to check and reduce the people’s going back and forth."

Song Jiaqun, a villager, works in other places, ignoring personal health problems in order to earn money, and has no time to go to the health center for physical examination. On March 2 this year, doctors from local health centers, with electrocardiographs, B-ultrasound machines and other instruments, took advantage of Song Jiaqun’s intermission before going out to work to make a general examination for her, diagnosed the hidden diseases in her body, and immediately dismissed the prescription. After treatment, she has recovered.

"Health checkup is not a trivial matter. The sooner you find it, the sooner you treat it, the better." Zhong Jiajun warned the villagers who didn’t have time for physical examination.

In order to solve the practical difficulties and not delay the villagers’ time, Zhong Jiajun concentrated his physical examination in the health center every day, or led a team into the village every two weeks to check for the people with mobility difficulties and unable to go to the town.

Since 2017, the pilot project in Anju District has concentrated on physical examination and village inspection, providing free physical examination for the elderly aged 0-6 and over 65 every three years. In 2018, centralized physical examination, household physical examination and hospital physical examination were added for poor households, and a free physical examination was conducted for poor households every year. The items include blood test, physical examination, liver and kidney function examination, routine hematuria, B-ultrasound, electrocardiogram, blood pressure, blood sugar and blood lipid. In 2019, the "Implementation Plan for Health Poverty Alleviation in Anju District of Suining City in 2019" was compiled, and the health checkups of poor people were included in the health poverty alleviation support projects.

According to statistics, up to now, Anju District has provided free health check-up services to 19,653 poverty-stricken people who have set up files and established cards, and the notification rate and appointment rate of physical check-up have reached 100%. This year, the health and health departments in Anju District insisted on reform and innovation, and promoted various tasks of health and poverty alleviation. The provincial funds were 1.75 million yuan, all of which were used for free medical examinations for poor people. At the same time, a team of medical experts will be set up to provide health assistance in various forms, such as sitting in village clinics, visiting poor families for free clinics, sending doctors and medicines, training rural doctors free of charge, and popularizing health knowledge, so that poor people can enjoy the medical services of big hospitals and experts in cities without leaving home.

"Family doctor" and "caring person" of the masses

From May 17th to June 11th this year, during the "World Family Doctor Day", the health department of Anju District took advantage of holidays and every day to carry out family doctor service activities in towns and village clinics, and signed 3524 family doctors on the spot. According to the Contract Service Agreement for Family Doctors, after signing the contract service, the villagers will enjoy the dynamic health management service of a family doctor contract service team composed of a second-class hospital doctor, a basic general practitioner, a village doctor, a public health medical staff and a nurse.

Xiao Yufen, 74, is a beneficiary villager after signing up as a "family doctor". Xiao Yufen has suffered from emphysema since childhood, and catching a cold will aggravate her condition. After two daughters married in Guangzhou, the old man lived alone. A few months ago, the old man relapsed and suddenly fell to the ground in pain. Fortunately, Chen Jianjun, a doctor from Da ‘an Health Center who went to review the patients’ recent situation, found out in time that the old people were out of danger when they were sent to Da ‘an Township Health Center for treatment. After signing a service relationship with the elderly, Chen Jianjun checked the elderly every week and went through hospitalization procedures for the elderly. Even though he was not the attending doctor of the elderly, he still insisted on visiting the elderly in the ward every day.

Chen Jianjun’s family doctor service team should provide family medical and health consultation services to more than 200 villagers in Da ‘an Township, most of whom are special groups such as "empty nesters", widowed elderly people and chronic diseases. He has every villager’s phone number on his mobile phone, and talks with the client every week to ask about his physical condition, guide the villagers to form good living habits and guide them to use drugs scientifically.

Jiang Li, director of the Aiwei Office in Anju District, said that up to now, a total of 426 family doctors have been established in Anju District, and 350,300 family doctors with permanent residents have signed contracts, with a signing rate of 54.56% and a signing rate of 68.42% for seven key groups.

Since 2019, Anju District, relying on the "I Know Health" APP developed by Suining Research Center of Health Care Big Data of National Science and Technology University, has signed an online contract with two pilot units, Rougang Community Health Service Center and Baoshi Town Health Center, and continued to promote it in the whole district. The purpose is to strengthen the whole process and whole cycle health management of the population, and the health files, family doctor service records and medical treatment management of the contracted clients are all recorded on the information platform, realizing digital dynamic tracking of disease prevention and treatment.

Minor ailments do not leave the village, and treatment is local.

How to solve the current situation of poor medical and health structure, low level, unstable team and weak hardware in rural areas, the Liancun demonstration clinic promoted by Suining in the whole city is a useful attempt.

Wei Wu, director of the Poverty Alleviation Office of Anju District Health and Health Bureau, said that three years ago, Shuijing Village, Baoshi Town, Anju District gave birth to the first demonstration clinic in China, integrating the medical resources of surrounding villages and establishing a "small health center". At present, five village clinics have been built and opened in this district. Up to now, the number of outpatient visits has reached 52,722, and the number of inpatients has reached 2,095, basically achieving the goal of villagers’ "staying in the village for minor illnesses and treating them locally".

At the same time, Anju District has also made great efforts to improve the ability of village doctors, and organized village doctors from 25 poor villages and 6 demonstration clinics in the whole district to participate in the third batch of "village doctor ability improvement" engineering training courses in Suining City, so as to comprehensively improve the professional theoretical knowledge, practical skills training, clinical treatment and other capabilities of village doctors. According to the plan, Anju District will promote the construction of standardized village clinics in 25 poverty-stricken villages this year, ensuring that all 25 standardized village clinics will be put into use by the end of September, and more than one qualified village doctor will be employed.

Have consumers made a profit from the "price war" of auto insurance fees?

"The highest commission rate has reached more than 30%, and the competition for customers is fierce, and the rebate is getting higher and higher … …” Business personnel of a large property insurance company revealed that the phenomenon of "vicious competition of commercial auto insurance fees" has risen.

In view of the problem of high fee competition in some regions and institutions, the State Financial Supervision and Administration recently issued the Notice on Regulating the Order of the Auto Insurance Market, which started to regulate the order of the auto insurance market from five aspects.

  Cash back for maintenance

  Auto insurance "rebate" is strong

Over the years, the regulatory authorities have repeatedly applied to rectify the chaos, requiring insurance companies not to engage in unfair competition. Property insurance companies and insurance intermediaries are not allowed to give or promise to give benefits to the insured and the insured other than those stipulated in the insurance contract by returning or giving cash, prepaid cards, securities, insurance products, shopping vouchers, physical objects and points deduction. It is not allowed to illegally pay benefits other than those stipulated in the insurance contract in disguised form by participating in promotional activities organized by other institutions or individuals.

Since September 2020, after the comprehensive reform of auto insurance, the auto insurance market has shown a situation of "double decline" in premium price and handling fee rate. However, the phenomenon of "vicious competition in handling fees" in the auto insurance market has risen again this year.

Many car owners told Beijing Youth Daily that the "rebate" phenomenon of commercial auto insurance still exists, and the intensity of "rebate" has not diminished. On some social media, there are also insurance company salesmen who issue "rebate" promotions to attract customers.

In an interview, Mr. Liu reported that the price of commercial auto insurance has been really cheap in recent years, and it has not been out of danger for six consecutive years. Counting the returned cash of more than 2,000 yuan, it is several hundred cheaper than last year.

Ms. Zhang’s private car insurance is about to expire. This month, she has received many phone calls from insurance salesmen, all of whom have given more concessions than the contract quotation. Calculated, the commercial insurance, compulsory insurance and vehicle and vessel use tax totaled 3,791 yuan, which can be returned to 760 yuan after placing an order through the APP. Even a salesman asked someone to give her an account and return it to 100 yuan, and then send it for a maintenance, a paint repair and six car washes. Ms. Zhang said: "I will definitely shop around and see which one offers the best price."

Vicious competition for handling fees has risen

In the long run, it may affect the interests of consumers.

"Now we are faced with a dilemma. The big insurance companies in the head have high profits and sufficient expenses. If they take the lead to grab market share, small and medium-sized insurance companies will lose the market if they don’t follow, and they may not be profitable if they follow." A car insurance business person told the reporter of Beiqing Daily that the handling fee rate for compulsory insurance is around 4% and that for commercial insurance is around 15%. In order to grab territory and share, some property insurance companies have given a handling fee rate of over 30% through unfair competition, which has greatly deviated from the reasonable range of auto insurance handling fee rate.

These undisclosed fees allow competition, mainly divided into open lines and dark lines. The so-called "open-line" profit-making means that auto insurance sales personnel return part of the commission from sales to customers in order to obtain customers, which is mainly a personal act; The "hidden line" is that insurance companies pay fees to 4S stores, intermediaries and other channels, which are regulated by insurance companies.

In fact, this vicious competition for handling fees has not actually fully benefited auto insurance consumers, but has provided opportunities for arbitrage between different channels in the auto insurance market. If the handling fee rate of the intermediary company is higher than other channels, other channels will hang suitable customers in the intermediary company to earn higher handling fees from the insurance company, and finally the two sides can share the difference between the handling fees. In the long run, the vicious competition in the auto insurance market will inevitably affect the interests of consumers.

  Supervision and rectification of chaos

It is required to strengthen the management and control of handling fee accounting.

Why do insurance companies still have to seize the market through "rebate" in the case of repeated applications from the regulatory authorities? How can auto insurance companies compete normally?

Xu Jianping, vice president of Cheche Technology, said that "exchanging fees for market share" has always been a chronic disease in the property insurance industry.

Once large insurance institutions take the lead in grabbing market share under the pressure of performance, other market players will certainly follow suit and quickly lead the market fee competition to heat up, which is likely to return to the eve of comprehensive reform of auto insurance. This vicious competition in handling fees will not only benefit consumers, but also the insurance companies themselves will suffer great losses.

From the insurance company’s point of view, the fee competition behavior in the auto insurance market is mainly rooted in the mechanism assessment of the head office. Excessive business growth indicators lead to grassroots buying business at no cost, which directly leads to vicious competition chaos such as charging fees and grabbing orders. It is suggested that insurance companies should standardize their assessment standards and set reasonable business objectives.

The vicious competition of handling fees in the auto insurance market has attracted the attention of the regulatory authorities. Recently, the Property Insurance Department of the State Financial Supervision and Administration Bureau issued the Notice on Regulating the Order of the Auto Insurance Market to guide insurance companies to operate in compliance and prudence.

The Notice regulates the order of the auto insurance market from five aspects, including prohibiting insurance companies from blindly fighting for scale and share, and assigning unrealistic premium growth tasks to branches. At the same time, it also requires insurance companies not to deviate from the actuarial pricing basis and sell auto insurance products at a price lower than the cost. Insurance companies are required to strictly control internal control such as expense budget, examination and approval, accounting and auditing, and truthfully allocate various operating and management expenses, and strengthen the management and control of handling fee accounting.
